In the process, it could limit the waste of demolition, create new homes with minimal opposition and renew neighborhoods without radically changing how they look from the sidewalk. In practice, however, these conversions involve a set of intricate puzzles — a different one for each building. Each one must solve for local codes: What counts as a bedroom? Where can walls go? Do windows need to open? Above all, they must solve for access to fresh air and sunlight in every apartment.
